Movie about a ghost rider...not Nicolas Cage?

There is a movie that was filmed I believe either in the 80s or early 90's about a ghost driver who was always in black and had a black car. After he died he came back and was driving once more, but he would always have his black helmet, leather jacket, gloves and pants on because he was a ghost. At the end of the movie he falls for one of the drivers gf's who I believe he had a crush on when he was alive. The car he used to drive was a really nice black car and I believe there was like a green neon light coming from under the car. Does anyone know what that movie is called please??
