If the Popes Summer Palace belongs to the Catholic church, then why can't my dad use it?

By the way my dad works 12 hours a day as a mover, his job is 40 miles from where he lives. But he respects the Pope and is a loyal Catholic, this is exactly why I made this statement, for him. So just because I'm not Catholic doesn't mean my opinion is worthless.
