Why do you think it wasn't until the 1910s that women had a dress reform?

This has nothing to do with wearing skimpy clothing this is about women finally wearing clothing that was reasonably comfortable. When the dress was worn with winter clothing the clothing could easily weigh 25 pounds. If you don't believe me do more research on how much clothing women had to wear in the 1860s. After phases of bustles and other impractical clothing we finally come to the 1910s.
