What's the point of even having an abuse report system when it is so ineffective?

The only change that having community moderation has made from my observations (and even what I have heard from several others) is that more trolls have formed cliques and report as a group instead of reporting alone so that not only do questions, answers, that don't deserve to get deleted get deleted and accounts suspended but the rare few questions and answers that are reported for good reason are kept because the people who report them report them individually rather than forming cliques.
